Ok, so the reason you didn't have cap is because Kyrie had a $30 million cap hold. This is cap figure that stays on your teams cap sheet until Kyrie is signed, either by your team or another. Cap holds are used to stop steams from abusing bird rights.

I dont know why 2k is acting like that but normaly the hardcap is a certain amount of money an owner allows the gm to pay players, the hard cap is usually 30 to 50 mil more than the salary cap but can extend to 70 mil over the salary cap in rare cases
