This question mentions to put registers between the stages,Why have you put register "R1" in the first,only "R2", "R3", "R4",should do it???

I think that is because we don't know the rate at which instructions are coming into the first stage. For example if the instructions are coming at a rate of 5ns then the stage delay of the first stage is higher than that and the stage would require the new instruction to be stored until the stage does it's job on the instruction it is already working on.
