This is the closest thing to not being purely copying & pasting. Chinese navy actually operated 18 type051 class destroyers which are developed upon neustrashimy. They look closely resemble neustrashimy so WG does not need a whole new blueprint to replicate these ships. But none of them were named after "Lushun". If it weren't copyright issue then it could just be that WG refuses even minimal effort to make their ships more "authentic".
