first of all I appreciate your efforts and thanks for teaching,but in 5th test case condition of triangle is that value of two sides must be greater than or equal to the third side

No , sum of values of two side must be strictly greater than third side otherwise it will be a line ... if a=10,b=5 and c=5 ,b+c =a means that it is a line not a traingle

I think nominal value is not something which you divide by 2 as you have. Perhaps we just take a nominal value which can be any value lying almost in the middle of the boundaries.

nominal value need not to be the middle value it is just need to be near to the middle range that can be assumed to be a valid value that can not give any error in output . You can take 16 as well as your nominal value
