A better description of this video would be "Binding Medium's Effect on Color." The information presented by Mr. Aufhauser clearly explains why oils, in general, have greater luminosity than either acrylics or watercolors.

Did he say that light comes from our eyes, bounces off objects and returns to our eyes?

Please change the title of this video. It is very very misleading. I was expecting nothing to do with paint. But rather, optics.
