@@sonamtashi1245 six schedule provide limited power which provides protection of land,culture,tradition,customs,language,natural resources, legislative only district level states government interference is available.Karbi Anglong and Dima Hasao is under six schedule the department are very less thats why we are demanding autonomous states under 244-A through six schedule.which means we will stay part of Assam but the administration judiciary administration education every must be under our control not by the state government

Thank you mam for this informative session H/w answer is article 244 which talks about formation of autonomous district council that seek to legislative ,executive and judiciary power with local elected from tribal people . As what I noticed in PIB and News paper and few of articles with regard to statehood demand by ladakh ,Central govt.tries to accommodate the unique culture ,language in law ,providing constitutional safeguard under article 371 .But it 's ethical dilemma that why can not ladakh includes in 6th schedule .hope a good research should lead in this regard and a probable reform should suggest .

1. The existing provision of 6 schedule is specifically meant for selective ADC and ARCs of Assam, Tripura, Meghalaya and Mizoram. If government agrees to provide same provision to Ladakh. Will it require constitutional amendment to include Ladakh in the list? Or it can be added through executive amendment order by the union cabinet? 2. The provision of six schedules is for a few districts and regions in the four states of NE, not the entire state as such. In case of Ladakh, there are two tribal districts both consisting of almost 97% tribal populations. As such no non tribal district are left out in UT Ladakh. That means the entire state or UT as such will come under the 6 schedule meaning thereby, that it is going to be a state/ UT under 6 schedule, not a few ADC or ARC. Under this scenario, Is it possible to have such an arrangement? If yes, would it require constitutional amendments to existing 6 schedule meant only for selective districts of the 4 NE states.? 3. If the entire UT Ladakh as such becomes a UT with provisions of 6 schedule, how the relationship between two ADCs and state / UT administrations is going to be? Because there won’t be any UT administration par say except a Governor. Who will fund these two ADCs? Please throw light on these issues.

The first six schedule of the indian Constitution was made for Garo hills,Khasi hills,Jaintia hills,United Mikir hills(karbi Anglong)North Cachar hills (dima hasao) but later on bodoland mizoram tripura adopt this Constitution.Now arunachal,eastern nagaland,manipur hills people,ladakh demands.
