You have to download different graphics resources for different graphics levels, otherwise, even if you set your graphics to level 4, you'll only see level 2 quality graphics. The easy way to fix it is to set your graphics at level 4, log out of the game and log in again, then you can go back to where you're downloading resources and download the HD graphics.
