It's not just the drought. 80% of Colorado river use is not for lake filling or drinking. It's for farmers. And they did not cut back till this year. For over 20 years, they have drawn out MORE than was put in. Um.... that kinda adds up.

@D R Well, apparently you have not done the reading. While you are entitled to your opinion, as am I, your list of excuses for overuse is just plain silly. Framers produce crops for PROFIT, not people. When water allocations were drawn up 100 years ago, POLITICS prohibited accurate numbers from being used. Demand use from Colorado River EXCEEDED supply for 20 years. Think about that for a minute. AND the people in charge knew it was coming for 20 years before that. No, this is just human greed and stupidity.
