Mr Bharti talked about selling milk...milk was never mandated to be sold at APMC mandis.....However he raised good points in whole debate regarding difference between policy formulation and implementation. But as raised by Mr Tyagi he should also realise that farmers will have too change and will have to be more open about accepting ideas and methods promoted by government.

अगर सरकार चाहे तो पराली की समस्या से बहुत ही आसानी से निजात पायी जा सकती है, जो किसान खेतों मे पराली को जलाते है, सरकार को चाहिए किसान से उस पराली को कुछ प्रोत्साहन राशी देकर खरीद लेना चाहिए, और प्रत्येक 4-5 गांव मे आवारा पशुओ की गोशाला खोलनी चाहिए, और उस पराली को नजदीक की उन गोशालाओ मे भेज देना चाहिए इस पराली का उपयोग छुट्टा, आवारा पशुओ के चारे के रूप मे किया जा सकता है, इससे किसान को पराली जलानी नहीं पडेगी साथ ही आवारा पशुओ से निजात भी मिलेगी, जहाँ तक मुझे लगता है इस काम मे पराली न जलाने के लिए और छुट्टा पशुओ के संबंध मे दिये जाने वाले विज्ञापनों से कम खर्च आयेगा।
