My grandfather has 2 bigha eksona land within 1 km town range for which I have the relevant documents. On official website it is stated that no circle officer shall allow for conversion. Is it full and final or can we approach DC for the same.

You can approach the Deputy commissioner apprising about the refusal on the part of the Circle office to mutate the land, as Sec 17 of the Registration Act holds the Relinquishment Deed as a valid transfer. Regards

You can approach the Circle office 1st for mutation on the basis of your possessory right.... regards

If its joint ancestral land, then it is possible but minor boy has to be represented by a guardian adlitem.
