You don't have to make a reservation but you do have to pay admission to board the ship even if you're going to a restaurant.

Unfortunately the lifeboats won’t come back, the cranes were rusting at the base shifting the weight to the promenade deck so they removed them all and scrapped the ones which were not privately sold

Three of the lifeboats were retained by the city. That one on the dock is one of them. The plan is to make light-weight fiberglass replicas of the lifeboats to place on the ship; the originals had to be removed because they were putting too much strain on the davits.

They will. Once the davits have been repaired and restored long beach will replace them with replica lifeboats. Not the originals but replica lifeboats will be put in

larry life the life boats will never be aboard again as all of them were so heavy that the ship as a few feet lower than when the were removed also the were not repaired and had the possibildey of falling on pepole that walked below the lifeboats the wheight also put to much strain on the rivets

Yes, there's a hotel on board and the ship hasn't sailed anywhere since arriving in Long Beach, but she's still afloat. She's not drydocked or resting on the ground, she's floating, she's in good shape and getting better as repairs continue.
