Why use fast controller first?

The fast controller is the main controller responsible for locking the laser. It can act quickly, and control actuators that act quickly (like piezos), to give you the best dynamic locking performance. The limitation of this system tends to be small dynamic range, so it saturates as the laser drifts over time. The slow controller helps by offloading some of the control authority from the fast system to a different actuator with better range, but slower speed (typically a heater element). Or to put it another way, the fast controller is designed to suppress small, fast "noise" using a piezo and the slow controller compensates for larger, slower "drift" using a heater. Together, the two give you the best of both worlds!
