I have no idea where to use the choice chest as all my decor is at level 4 and a long way away from the 54 required for level 5. Do I just keep them in inventory?

Do you have ever single gold decor? If yes then I would save it until you get close to 54 on one of them

any that you can't pick in the regular legendary decor chest and that you cant get in this event. You will be able to buy Happy Turkey and Pumpkin Panic on Day 4 and 6 respectively. You will get Year of the Dragon for free on Day 7. Pick any that isnt those 3 if you plan to purchase them.
