Personally if I was OPs mom I'd of kicked the stepdad to the curb long ago. I grew up with my dad belittling me (he claimed he was trying to use reverse psychology). Giving him a check, for any amount, would lead OP vulnerable to check fraud on Richard's part...he has a signed financial instrument that has OP's bank account number and his signature. The first thing OP should have done was call his mom. The second thing he should done contact a lawyer. He misappropriated the founds. His actions were illegal. When he found out the whole story, he should have confronted Richard. By saying nothing Richard was able to continue his illegal behavior, driving Richard deeper in debt and putting his mother at risk. She was partially at fault for letting Richard access to the OP's college funds.
