He is confusing two different Simpsons episodes. 1 where bart sells his soul to Milhouse and one where homer sells his soul to the devil for a doughnut. The latter is a halloween episode where Homer has to go to hell to repay his debt. The one Bowen is describing doesn't involve the devil or any supernatural events, only a moral and life lesson for bart.
