Sacrosanctum Concilium 54: steps should be taken so that the faithful may also be able to say or to sing together in Latin those parts of the Ordinary of the Mass which pertain to them.

jegpinky: Do you realize that this is the new Mass in Latin? It is not the traditional Latin Mass. No priest ever needs permission from any bishop to say the new Mass in Latin.

My dear, this really shows the lack of training of priest in latin and gregorian chant, regardless of the constitution of Sacrosanctum Concilium, well this is a Novus Ordo Latin Mass, it would have been better if the Extraordinary form was celebrated. May God bless His Church and permit the restoration of everything in Christ.
