Logically, he could be! Of course, they're from two different universes, but it could work. Ryuk is a shinigami, a death god. Laughing Jack, on the other hand, came from certain gods to be a friend to Felix. He could possibly be a god as well in a sense, and that leaves some possibility of it being possible. I'm sure you meant because they look similar, and they do. It's pretty cool in my opinion.
