Just found this! I'm ALL for it! I've been binging these videos and i think your thought process is really awesome. As a musician myself, i'm super excited to see how the music turns out especially since there's a lot of flexibility with a concept like that! I'd love to offer my own help since you spoke about the costs of commissioning but i'm not exactly as skilled in my art form :>

I might forgo the 3D modeling in favor of 2d animation since the 3D models will only be used for the non-playable cutscenes. If you have a portfolio, I'd love to take a look
