I think you're misunderstanding what Smoker said when he said that they needed status. What he meant was that Straw Hat was progressing further into the Grand Line and increasing his status by his stunts on Enies Lobby, meaning the Navy was going to start taking Luffy even more seriously and try to take him down. If Smoker and Tashigi wanted to follow the Straw Hats through the Grand Line in order to capture them, Smoker was saying that the two of them needed to increase their status within the Navy so they could continue the chase. Smoker's motivation is to try and capture and stop Luffy. He is still a Navy man with his own sense of justice, which differs from the justice espoused by the Navy and the World Government as a whole, but he still opposes pirates and feels it is his duty to stop them. Previously he was stationed at Loguetown, the entrance of the East Blue into the Grand Line because that is where he felt he could best capture and prevent pirates from running wild, but he was basically below his station. He could very easily have progressed beyond Captain at that time, but he refused because he wanted to be able to catch pirates in Loguetown to nip the problem in the bud. Smoker feels that he failed previously in letting Luffy get away and get into the Grand Line, and so he's basically made stopping Luffy at all costs his life's primary goal. That's why he insisted he and Tashigi get higher status, so that they could keep chasing the Straw Hats, not the other way around. I don't know if you've ever seen the musical/movie or read the book, but Smoker is a very similar character to Inspector Javert from Les Misérables, whose life goal was always to capture the main character and escaped ex-convict Jean Valjean.

Keep in mind what Smoker said about how you need a certain level of Haki to fight Law. It'll explain why Law doesn't use his OP techniques against those with stronger Haki; their Haki simply resists those techniques. This is revealed way later, but I don't consider it that much of a spoiler since very things make sense with Law until you realize this
