My answer to your last question is that, the person A can appeal before competent court while it won’t amount to res judicata because the court hasn’t directly or substantially decided the case 😂🙏✨.

No, that won't apply, because you said that earlier in 2nd point of exceptions of res judicata that when previous suit is dismissed and also in 5th point of essential conditions of res judicata that suit must have been heard and finally decided by the court.
