Or at least the demo workers could have retrieved the tenants belongings and sent them down to the street level for the tenants. It's not right for these workers to be taking the tenants belongings.

This is beyond sad! You can't compensate for the memories attached to personal items, but compensation should be given to the tenants. Shame on those individuals taking items when they could have brought them down for the tenants to retrieve. Overall, this whole situation raises a lot of questions!

The contractor should be charged with grand theft because they are the ones that hired the workers who are stealing property and then charge each employee with theft also

Why? Or what? There's no obligation to rebuild. The insurance company isn't going to pay for the cost of new construction to rebuild a 12 story building.
