It will be beyond the control of the employer so how can't a employer give notice to the workmen before 7 days?

Yes. Because it is not worker's inability to work. they are ready to work. but employer does not have work to give. so employer is liable to pay.

Mam can a employee work in other industry(without employers permission) during he was declared for lay off in other company and earn money...

While having Lay off - He has to come at industry where his name is on muster roll.. on the given shift even he is on lay off... at that time employer will say whether he will get work or not.. if he does not have any work for suppose 10 days, then also he has to go every shift... Suppose he goes to other industry without informing present employer.. and if present employer gets info abt it, he will not get the compensation for laid off days or he has to return the amount he got for laid off days
