I found out the way arcades work. They spawn on even number floors, (odd number for alt path floors) and you need at least 5 coins when you go to the floor. They can be swapped with vaults if Isaac has at least 2 keys. I don't know if arcades spawn every time the requirements are done.

Also, arcades can't spawn on XL base floors. The only time arcades can spawn in XL floors are in alt path floors.

Mattman, if you are playing with some mods, please try "Improved & Reworked Foes" it is very creative, well done and lore friednly mod that improves many (almost all) boring enemies. Some are just become more interesting to fight, some are more fair and less random and frustraiting, like Lust now doesn't just run after you but takes random pills with own effects againts you, you can see Mom's hands on the ground before they jump when you enter the room with them, many bosse are reworked too, especially champion versions to make them more distinct. I bet you will be surprised and in the good way!
