We not long ago had Cop Out 29 where far more deals were done for anything other than the environment. If China, USA, India and Russia don't sign up and implement serious reforms (by the way they are not going to as it's all about money and profits) then it will only make a tiny difference what the rest do. Look at the world tables on pollution and those for the developed countries they are all available online it's quite eye opening in how much the top 4 pollute. I came across a proverb which goes - "Societies grow stronger when old men plant trees, the shade of which they will never sit under". It's about taking care of and looking after the environment for future generations, unfortunately at this point in time that's not happening. Remember we can't exist without planet earth, but planet earth can without us. I do have to say that perhaps the UK in general should stop obsessing about the US. Just looking at the BBC news KZbin page and 8 out of the last 10 uploaded videos are about US topics. Even the LA fires, as bad as they are, are like watching a reality soap... Natural disasters like that happen all over the world all the time unfortunately. And most of them are much worse and get only a fraction of the attention. And yes, global warming is a much broader topic, sure, but I would like to see the UK worry more about the consequenses of that for places like Bangladesh, its former colony, where many millions are at risk, rather than some millionaire celebrities over in the LA hills. so, for the question of what you can do if you were king of the world. you loosen some of the ridiculous hurdles for nuclear power and immediately start construction on nuclear power plants. this lets you phase out coal and replace it with nuclear. build out more solar and hydro and tidal power. you put a carbon tax on the point of extraction. subsidies to help people make their homes more efficient (aka more efficient windows). change the laws for cars, so giant cars are no longer allowed. the only trucks allowed are work trucks to be made. do japanese style smaller trucks for farmers etc. only semi trucks are allowed for transport not personal use. the giant american pick up trucks being gotten rid of would drop the co2 emissions overnight by 5%. a wealth tax to fund a lot of this. billionaires have profitted off this excess for centuries. edit: the biggest thing is the carbon tax at point of extraction. this will indeed make things much more expensive, but it will also mean that only essential things that use fossil fuels will be left viable. edit edit: also it would only work if you wer eking of the WORLD not just a few countries. climate change is a global problem and it requires the entire globe doing what's needed. the lions share of what needs to be done is gonna have to come from the western countries along with china, india, and russia.

Nuclear power? Fission power stations do have accidents, and we're still living with the consequences of Chernobyl. Wind, wave, solar power and the quest for fusion would be a much better investment. Global warming is also accelerated vastly more by methane from agriculture than co2 emissions, another thing we gloss over.

I'd say the government should invest in cooperative type companies in which every member is an equal shareholder. Therefore the profits the companies do make are used by the company to pay for staff wages / improvements (any income made would return to the members as equal bonus for paying into the company, or to pay back government for the loan for setting up companies (in this case they would basically be business partners with government)). Subsidies will only be paid out to these types of companies (if they are utility companies or have a societal benefit but not particularly lucrative companies) and if they are doing bad then the government will intervine to review, but they will be independent, which would reduce the amount of government bloat/bureaucracy and mean the companies would be run by the experts in their fields.
