I believe that’s the Emerald City from Return to Oz.

The loop used for it is actually extremely rare it's from an extinct main street electrical parade float

It is the emerald city of Return to Oz, but it shows us a kind of "prequel", as if it were more based on the first book "The Wonderful Wizard of Oz" (a story that Disney always wanted to adapt, but never could)
