one risk with upstart that you didn't mention is that unlike other leaders, it's downside is almost entirely dependent on whether other players choose to punish you. You're right that upstart is really strong, and relatively easy for new players to strategize with, but I'd be hesitant about advising new players to pick upstart specifically in the scenario that they're playing against experienced players. an experienced player could look at a new upstart across the table and think "yay! I can take captives and kill their ability to tax at the same time!"

That’s fair. I do think that Upstart can uniquely struggle if they get bullied by other players. That is true about Arcs in general, especially for newer players if they overextend, but Upstart can exasperate that issue.

Yeah it's a situation of, their benefit it really good, but it's not good enough to carry them through never being able to tax so it's much more important that they defend their cities than other factions

For Tycoons Ambition, do you have to have material or fuel in order to activate its prelude action?

No, you do not! It just checks if you do when you use its ability.
