Why do you stay in 7th through T1 and T2 in qualifying?

There's no finite time to upshift from 7th to 8th and it loses you time when you shift up, fractions of a second count in this tier of racing. You can comfortably make it to T3 with high revs in 7th and not hit the limiter.
