If you watching that game its clear pep decission are correct .. On the early 2nd half city midfield are clearly lost, can't complete so many pass because getting pressured basically they getting owned thats why Liverpool are so dominant in the 2nd half. So pep need to think fast to prevent anything bad happen and after they subbed in kovacic and doku city kinda back in the game and can hold the ball more.
