Can confirm. As a foreman I spent a couple years doing layout, and running a total station for concrete and site work. That experience taught me everything I know about sitework and utilities. Definitely has given me a leg up on superintendents who don’t have that experience. I’m a much more well rounded super, I can run concrete, sitework, TI, core and shell, pretty much any type of construction confidently.

Take a person from a trade, the. Put them thru college, then put them thru field engineering and you have an incredibly well prepared super.
