For the first one, does it how do I know when to use ‘vaya’ or ‘qué’ and ‘más’ or ‘tan’?

I haven't studied Spanish since the 1970s (yikes!) so maybe things have changed, but is it acceptable now to use "tu" when speaking to a stranger?

Yes! Of course it depends on the context and it's more common in some countries than others, but if you're talking to someone younger/same age as you and/or having a friendly conversation, you can use "tu". If you're talking to a figure of authority, it's better to use "usted" instead.
