Why clarity instead of the ng bootstrap? Seems to do mostly the same thing.

Well that's just because there are multiple frameworks which provide these functionalities but it just depends on your preference. Another important factor to consider is 508 compliance which talks about accessibility for users with disabilities. Clarity is designed to be a desktop first, mobile friendly, enterprise centered UI/UX framework which by default comes with styles that make it easier for users with color blindness to work with the UI.
