"Won't" here means "refuses to". My car refuses to start.

@@HaNguyen-ih9yg "Will" also has a meaning of "wish, desire". You can look it up in a dictionary. So, this construction means "My car doesn't wish to start". Other examples are "The door won't open". The door doesn't wish to open or refuses to open because it's got stuck. The shower faucet won't turn off because it's broken down.
