Thank you, thank you, thank you!!! It's so hard to buy appropriate clothes for my daughter because she has longer legs than average. She wants a new skirt, but I hate buying patterns. It's cheaper to just buy the clothes than a pattern. And the last time I made a skirt, the waistband didn't fit right because it was just a rectangle. The rest of the tutorial was fine, but the waistband was horrid! I will be making her a better skirt this time because of you!! Thank you so much!!!

I Cut my skirt on bias. Does it mean that my waist band should be smaller than the actual waist measurement?

No, if you do it won't be big enough. If the fabric is a woven fabric (won't stretch up and down), then cutting on the bias won't stretch enough to justify cutting it smaller. If the fabric is a stretchy fabric, then cutting it smaller will depend on how much it stretches.
