Thank you for explaining this. I am little confused on the vertex part. Since h is -ve, should it not move it to right?

Normally it would but since there is a b value its different we have to consider it as well and when there is a b value (in this case its 3) we have to create an equation where 3x+1 equals to zero in order to find the x coordinate of the vertex but the y coordinate stays the same you just take the k value and that creates the vertex(dont know if you still need this info after a year later lol)
