Most times we judge so wrongly, we judge someone padding her butt, but we put on foam bra, we judge someone dying their hair, but we put fake hair, we judge someone bleaching their skin but we put tons and layers of foundation, perm our hair, put fake lashes, put fake nails, lips stick and draw lashes.. I don't understand? Usually you cut the main fabric and the lining exactly the same. But if you have to fold the hem, you can reduce the seam allowance from the lining by 1" to give you a perfect finish. In all it depends on what you are making.

The 4 inches is for the foam which is 1inch wide in four places , it' means the 4inches added to the main fabric will take the space for the foam attached. In the real sense, your linen will fall in place I suggest you try it out
