@Imani Alexander no, they are not the same thing. Flageolet is basically high head voice and you can fluidly come back down from it. Whistle is disconnected and works in a different way, you can't smoothly transition from and to modal voice from it, at best its a switch, a short pause (like let's say Mariah Carey's Vanishing SNL). It's a common misconception, but they are very different. Flageolet is more colorful and can be used in classical singing and funnily enough, Lisa Fischer and Minnie Ripperton, who famously use it, both are classically trained.
