In Java, an inner class is associated with an instance of the outer class and has direct access to the methods and fields of its enclosing instance. A static field or method belongs to the class itself, not to any instance of the class. Therefore, it doesn't make sense for an inner class, which is inherently tied to an instance of the outer class, to have static fields or methods. However, if an inner class is declared as static (making it a static nested class), it can have static members. A static nested class does not have access to instance variables or methods of the outer class, and it can be used independently of the outer class.
