"kandam" has come from Condemned. The British Army used to conduct an annual Condemnation Board where 3 officers or more would take stock of the stores and the items unfit for use would be recommended for condemnation. The hindi/urdu speaking troops/ soldiers would say, "ye item kandam" ho gaya hai.
