One issue I ran into when going through these steps is that I needed to run a “systemctl restart systat” after putting TRUE in the /etc/ config file to get the reports to start generating.

I also had to do this. Noting a slight typo; the service name is sysstat. "systemctl restart sysstat"

One thing I didn't understand is if the files generated are a snapshot of that given moment or if they represent some average or summary of the whole period?

The only config files that exist on my system are /etc/sysconfig/sysstat and /etc/sysconfig/sysstat.ioconf And the data files are located in /var/log/sa Is this specific to fedora or has the sar program changed so much since the video was released? It's only a year old.
