WHY longitudinal strain is considered as design criteria for safe operation, why not circumferential strain (Ref. Q2)?

Lower value must be considered for safe design.

Refer to stress-strain curve. If longitudinal strain increases, at yield point, material starts yielding. Yielding sets plastic set into the material which can be extremely dangerous in engineering operations, because eventually reach fracture point. Hope I was clear.
