You are absolutely correct! That vector area is independent of phi. You are looking at an older video. This error has been corrected. In fact, this section of notes has been revised considerably. I recommend accessing the course content through the course website because that is where you will get links to the latest version of the videos, download the notes, and other learning resources. It is just a one-page summary of key concepts taught in the lecture. The contents of the last slide were discussed throughout the lecture. I guess I could not come up with anything else to say. LOL
