According to codal provision you have mentioned we should take Leffective =L simple why did you take 0.85 then in both case

Why didnt consider Ruu and Rvv while calculating minimum radius of gyration?

why not include the area of gusset when getting the radius of gyration= sqrt. of Moment of inertia/Total Area. Why is gusset not included in area calcution ?

the gusset is not a continuous member it is only an end connection , hence its area will not contribute for axial stress

Why didn't take gusset Ixx in second case during calculation of Ixx of whole body??

20:26 This is because the xx axis is passing between the 2 angles and gusset plate is not lying in between them. So we have just included the Cxx value in parallel axes theorem.

Using Ryy= 21.8 mm = radius of gyration from the edge of longer leg to yy axis in SP 6.
