Neo isn't just murderer, but a sadist. MIGHT POSSIBLY be salvageable as a person with a metric ton of therapy and new supportive figures in her life. She's never really had a good influence so maybe that could be corrected with time and help, but she's still got massive sadistic tendencies and a horrible upbringing before latching onto a mid level crime boss as a surrogate father.
