(Legacy) Reprojecting and Georeferencing CAD: ArcGIS Indoors for Pro

I work with DOT engineering files (new roads) and as we all know, the engineering file does not always come in exactly where it needs to be. How do I move it to the correct spot when the new road design is going across a pasture.? I don't have the "To" XY coordinates. There is nothing to reference to. In ArcGIS I use the Transformation tool and click on the Move, Rotate, Translate button. I fill in the X&Y values for all From and To as well as the Angle with 0 (zero). Then with Scale I use the inverse of the Surface Correction factor that the state supplies for all engineers when designing the roads. I type this number in and hit Apply and the engineering moves, rotates and scales automatically to the exact location it should be. How is this done in ArcPRO?

Why when I open cad on arcgis map it's easy to deal with it but the same file of cad when I opened on arcgis pro it's very hard and heavy when I move on screen the drawing is disappear and appear
