Yes its legal and it will backfire only on downshifting and letting the accelerator go off without pulling clutch

I rev my bike in the video Only to show how this exhaust sounds at all possible rev range!! Yes you’re right, this exhaust sounds great when revved mild and sounds worse if revved higher!!! In my videos I usually show the sound from almost every possible angle and every possible rev range.,

Royal enfields also have racing dna in it. They used to compete in races alongside Rajdoots and Jawas. Hes gonna be fine with revving here and there, not always though 😅
