This is the boss of the Arbiter's Grounds. The music in the second phase of his fight is reminiscent of OoT :D
Zant unexpectedly appears before you, and casts a sword into the giant dragon-like fossil; it comes to life, and it's boss battle time.
When the battle begins, all you really have to do is ram into his spine by jumping off of the rail. Each time you damage him, more and more enemies will begin spawning around him, forcing you to either dodge them or knock them out first. Either way, this part isn't hard.
Now the second phase, on the other hand, can be a little annoying. You're pretty much trying to stay on the rails circling the room, but they go upwards, so you have to time your jumps to avoid losing altitude. The reason why is because you need to jump into the boss's head in mid-air after dodging his fireball attacks, and if you are anywhere on the ground, you can't do this. This mechanic may require you to fall multiple times before learning the timing, which can be annoying when you only missed him by an inch. After ramming into his face, you simply need to attack the sword in his head.
