You know, they tried with Showdown: Legends of Wrestling. They really, truly did. Sure, they used the worst wrestling game engine ever created (the eight-year-old Warzone one) and the glitches, hit detection, movesets, glitches, clipping and glitches were laughably awful, but damnit, it was a fun game. This one, though... this was the first Legends of Wrestling game re-released with Hogan on the cover. That's it. Nothing was improved! How the fuck is that even possible? How can you release a bad game and then release a sequel where none of the problems from the previous game have even been addressed, let alone fixed? This is why Showdown, which was, like I said, a fun little game, was laughed at and never given a fair shake. It's also the main reason Acclaim no longer exists. They put a lot of time and effort into backing their wrestling games, so when they sucked and no one bought them, Acclaim lost a lot of money. Sorry, but they deserved it after repackaging the same fucking engine in seven games over eight years time. THQ and Yuke's weren't Rockstar or Bungie, either. They were mediocre developers, yet Acclaim was still steamrolled by them, all because they couldn't get up off this engine. From 1997 to 2004, you had the Smackdown engine, the AKI engine, the Nitro/Thunder engine, the WMXIX/Day of Reckoning engine, the RAW for Xbox engine... even some Fire Pro games on Game Boy Advance. Staggering.

What are you talking about "bad game"? The first 2 Legends of Wrestling games were good. They're not amongst the greatest wrestling games of all time, but there's enjoyment to be had. Plus they're nostalgic for older wrestling fans at the time.

They improved a lot! LOW was flawed, the create a wrestler mode was bare, nobody had proper entrances and there were less modes, and career mode was just worst. LOW2 improved in all areas but moveset accuracy.

They weren’t under contract to WWE at the time

Hulk Hogan and Jerry Lawler have their own licenses that aren’t exclusive to WWE even though they’re signed to WWE. Eddie Guerrero hadn’t returned to WWE when he signed onto this game, and the rest weren’t signed to any exclusive contracts and had the rights to their own gimmicks.

Plus I think they were going off of their WCW period, but yeah I think WWE had current (circa 2002) Eddie, but not 90’s era Eddie. As I Remember, Rob Van Dam was in the first game but not this one, as RVD was fully with WWE by 2002.

The contracts were signed a good while before the games released. Eddie, Jerry and Hulk hadn't resigned with WWE yet when they signed the deals with these games.

It's called the Washington Post March. That was his theme in WCW.
