LEGO's 40516 Everyone Is Awesome set review by MandRproductions. This set is both a nod to the LGBTQIA+ and a great way for LEGO Minifigure fanatics to have a collection of LEGO Monochrome Minifigures. For $35 I think this is a bit pricey for how basic it is but that's LEGO.

Something he didn’t mention in the review that I found the most enjoyable part of the build is the fact there are no numbered bags just one bag that has all the pieces since it’s completely color coded already. I thought that was really fun

I think the upcharge is due to most of the figure parts never being made in that color plastic. There's no other application for those parts except this set so they wanted to recoup the extra time spent molding them

Minifigure vs. a similar sized brick. Regular brick uses one mold and requires no additional assembly or printing. Minifigure (even monochrome), requires assembly of arms and hands to torso. So, the cost to mold, assemble, print, and sort minifigure pieces together is clearly higher than a single brick. Therefore, the increased cost to produce is passed on to consumers, not to mention, minifigure hold a certain unique appeal that any single brick would not (with some exceptions; large and unique bricks).
