You really should use helicopters more often. Just fly them around an area you're doing, and it'll help you see things you wouldn't otherwise be able to see. Flying over tall buildings, over water around behind buildings, etc. This would help.

Blitz the only reason why the helipad might not work is because you could have the vehicle but you might not have activated it. You have to activate vehicles like you have to activate characters. You would have to activate the helicopter or a flying vehicle in order to use the helipad. I think u also need chase to activate the helipad

up there is a jump pad to go up there with a helicopter

You need to fly over there because there is a crash mat and that's the only way up there so start at a helipad

I think you can't open the helipad because you didn't unlock any flying vehicles.

Thang Hoang no you automatically Unlock a flying vehicle after you build the helipad after level 9 on the hospital. I think only chase can do it.
