You should look around you 360 degrees (all the way around) and look for suspicious people trying to steal cars I am talking about that thing on the roof that you thought was a mission. You have to chase criminals who are trying to steal a car. You unlock the car that the guy you were chasing stole. You cannot fly an airplane only helicopters. I think

In gta vice city you could fly a sea plane. In gta 3 you could fly a "very hard to control" plane called the dodo.

I don't really count the Dodo, since you basically had to glitch it out to fly any significant distance with it :P I had no idea about a sea plane in Vice City though.... (I didn't play very much of that GTA)
